The witness outlined not one but TWO mechanisms for remotely accessing the election systems. 1) by accessing a virtual machine that is NOT using a VPN and therefore is accessible by some other means, possibly over SSH or HTTPS/TLS (I should frikkin hope so); and 2) via a VPN. That's how I read it
Either way, the election system ('machines') are connected to the internet. Have to be, to be accessed via a 'app in the middle' virtual machine or via a VPN
