It seems to me that the only solution that will be effective, and not cause further issues to society at large is the parents behaving responsibly. This isn't something that can be compelled.
It is, and it almost certainly can't be automated.
Ultimately it is up to the parents to grooming-proof their kids, to ensure they recognize any sexually inappropriate talk and report it immediately.
