No. I don't know anything about the girls school that you're talking about, but it is naive to think children don't get blown the fuck up in any and all modern wars. I am positive that girls schools, boys schools, and service animal training schools get bombed from time to time when war is happening. A country not at war has far fewer blown up schools.

There was a supposed girl's school immediately adjacent to a military facility (wall up against the fence kind of adjacent) that was presumed to have been hit by a bomb or missile, though the video capture of the event could have been something landing on the military target. But who in their right mind would establish such a thing right next to a conspicuous military target? There is always targeting performance error with guided missiles. Responsible governance would establish clear separations between military facilities and civilian structures. Tucking them close-by is just a passive-aggressive form of human shielding.
