According to David Wilcock and some other sources, who claimed to have contact with insiders from SAPs, it actually started during the Korean war, when some US military officers found out that their troop positions were being leaked through UN command to the Chinese. The same officers then coordinated with Howard Hughes, who had penetrated their network with prostitute spies, and developed their "plan" over the following decades.
