Shouldn't matter. University isn't the state, eminent domain should be rejected with prejudice by the courts the government backing it is utterly irrelevant. This isn't a highway or railroad that can't be rerouted, people can drive to a satellite campus like they do in every city in every 1st world country.
Yes it is an abuse of "eminent domain" pure and simple, but how do ordinary householders fight it? Lawyers cost money.
