I think this is more of a threat to Iran’s biggest ally (China). They are very dependent on Iranian oil and their nightmare scenario is for Karg Island to be blown up causing the majority of Iranian oil to be taken offline for half a decade. A close second would be the U.S. taking control of the island and their oil supply indefinitely. I expect that this is a move to force the Chinese to exert maximum pressure on Iran to make a deal.
