Get rid of H1B visas altogether until protection is in place and they are truly jobs unable tobefilled.
Get rid of all H1B and any similar work visas, of which there are quite a few.
I can see testing being done before coming in.

Seize its assets before deportation. Let them pay for all costs, investigations and flights.
Take a DNA sample and ban him and any relatives from entering for life.
I hope they are also deporting his family, as they are all beneficiaries of the fraud.
