Most of those Dindu's probably only have one parent and a handful of siblings, but that would be a step in the right direction to go after the breeder's....
They need to force the keeids to do chain-gang labor when they get caught doing stuff like this, spray painting, theft... etc... the parents aren't teaching them, and in most cases never learned themselves. I
If parents policed their kids, then we wouldn't be needing this law.
