I think it is by now a decade or so ago that Anthony Watts led a study of NASA's continental thermometer measurement system and discovered that something like a majority of them were situated so as to give strongly biased readings. What happened was that urban growth had overtaken the thermometer sites. There were cases where instrument boxes were located in the exhaust draft of HVAC systems on building rooftops.
