If I were an infiltrator into the MSM headline writing office - Gawk! - I wouldn't say "at risk". I'd phrase it as the "path is now cleared for abandoned foreigners to reunite with their family and beloved homeland". Okay, that's too wordy for a headline but you get the idea.
