If this segment of the population were denied citizenship, they would become extremely resentful and would have not much alternative than to become our enemies. This decision requires the nation to keep the border secure so we have less instances of this happening. Also, these individuals genetically would have good survival instincts, endurance, an iron will, and maybe not a strong family - perfect for eventual service in the military.
