Because it's a huge waste of money that could be used elsewhere, and it would most likely need the support of the US government to be allowed to do it, which would be immediately challenged due to the Establishment Clause of the 1st Amendment.
So, if it did somehow happen, it would be at least tens, if not hundreds of millions of US tax dollars to put it up, followed by a swift SC decision to pull it down, which would be more millions and millions of tax payer dollars.
And let's be honest. It's not like people think it's actually going to improve the lives of anyone. It's just to give a big, symbolic middle finger to non-Christians, which is petty, to say the least.
Also, the Soviets conquered space first. Does that mean they have dominion over all of space?

You had no problem using its classification as a religion for its status in 1A before I brought up the Establishment Clause.
You realize that it being classified as a religion is what gives it its protected status in the 1st Amemdment you pointed out earlier, right?
We should make a giant cross on the moon that is visible from earth. Now that would actually be epic.
1, not likely, and 2, even as a Christian I would oppose this.
