Does one normally visit areas prone to bombing raids?
Russia knew Graham was there. Russia hasn't wanted to escalate things, especially with the US, when it very well could, so I doubt they'd try to assassinate Graham knowing full well the repercussions of that. And with the number of high-profile people who have visited Kiev over the years, they must have a pretty good idea of when/where these visitors are at any given time since they haven't accidentally shot down a plane or bombed a train carrying them...yet.
If a train to/from Poland was the only way to travel to Kiev, say for example, for foreign operators on the ground, Russia would have taken that out a long time ago.

Only they haven't so far, exactly for the reason of not escalating/widening the conflict.
This is the reason I gravitate towards some other cause.
