Here in the UK they introduced this kind of shit 30+ years ago, by declaring they needed it to track potential IRA suspects as they entered the M25 ring road around London, it wasn't long before they spread up the motorways. It was just car registration numbers to begin with. How many upgrades did they get I wonder.
