My belief? Hubble was actually a satellite "repurposed" from the NRO. It was originally built for ITT, and there actually was nothing wrong with the mirror. From the very beginning, the satellite had been manufactured for close Earth observation, and the satellite had "glasses" going up in the original launch. It was the glasses that they screwed up, not the mirrors.
