Personally I disagree, doubtless some will be incensed and downvote me. When conditions are ripe for fire in Cali, it's all too easy to start one. Send a minion to start one. Send a drone to start one. Sabotage power lines to start one. Plenty of very simple methods to start a fire in Cali. So please change my mind, and please show me some calculations whereby you can direct that whatever energy beam DEW uses at the prescribed range to make the scenario work. I do know laser tech weapons is pretty good nowadays, that the beam can be controlled or pulsed to mitigate distortion due to heated air. Even microwave parabolic beams cannot be made perfect, diffraction etc will expand the beam even with a perfect dish. So please, those who are so sure of DEW weapons, please educate me. Thank you.
Disclaimer: I'm not saying it is an energy weapon, just that I also looked into it and saw that there was indeed a red line present in the satellite imagery.

don't see it even with brightness all the way up.
Here's a screenshot I took yesterday and lightened using Screen layer in GIMP to make it easier to see:

Here is the site it came from but I don't see the "beam" on today's animation:
