Because the four corners approach is 4 dark boxes on what looks like a total of 25.(dividing image into grid of 25 boxes and covering 4). This would only be covering 16% of the total image area.
However:
32*.2=6.4 round up to 7
7/32 = x/25
x = (7*25)/32 = 5.47 round up to 6
Need to cover 6 boxes to ensure over 20% of image is black
