He enacted this deep in the pages of Obamacare under Section 5210 "Establishing a Ready Reserve Corps" on 3/23/10. Incidentally, Hitler passed the Enabling Act (which gave him same powers) on 3/23/33. Same month & day - the freaks love their symbolism.
