I genuinely think its a traffic issue. There are hundreds of thousands of people ready for the happening. Sometimes its hard to scale server usage to accommodate that.
The extra slowness while it was up, and the outages of while it was being presumably packetted and/or getting restarted or revived begun earlier than the declass announcement on twitter. I think the Crossfire Hurricane testimonies and hearings was one trigger for the higher than usual activity.
Ddos can happen maliciously and ddos can happen due to a natural rise in site traffic.
It probably does have to do with the DECLAS and trumps tweets. People are excited and they all rush to the site resulting in the similar type of traffic disruptions you get from a ddos attack.
ussually they shut down voat when theres info they don't want moving quickly as its also the default go to for reddit. they left that alone until the recent Q drops then it got killed. more people need to know about .win
I wouldn't be surprised if it's a combination of a high number of pedes finding their way to TDW looking for info on the latest happenings AND bad actors doing everything they can to prevent folks from getting that information.

Cloudflare protects sites from DDoS attacks (up to 400 Gbps sustained traffic).
Unless there's over 4M unique visitors spamming F5 repeatedly for 30 minutes, it was DDoS.
