However, I have one constructive criticism or more suggestion how to play this another way that will make it more powerful and less confusing in the message - swap "the people" for the "the elites" and "the truth" being the water (you could always change that to "the people" and the water being people (a biblical symbol) then it hits the spot!
However it does make sense if you realise that "the people" are the unawakened about to shocked by what's coming but that is playing to the already converted.
I think the aim of any meme should be to try and use the power of being awake to help others awaken.
Going back to your meme, the elite have built a media wall top protect their evil-eden like world of no consequences, they are the one about to get flooded big league. That's how I see it.
