Every citizen of any government has agreed to or been born into this contract. The contract is that the government will provide protection and/or services to the people in exchange for taxation. Here in America there is a secondary contract between the states and federal government.

  What I'm getting at here is when the contract is broken, for a recent example, the DOJ tried to stop the Arizona forensic audit(which is Arizona's right, as a state. The federal government has no say, therefore breaking it's contract to protect it's citizens right for a transparent, fair election.) Why should we as then citizens be obligated to pay any taxes at all? There needs to be some sort of system, for when the contract is broken the people have access to shut down all funding towards the government that has broken the contract.

  The solution for my earlier example would be for Arizona as a state to halt all funds going out of state for the federal government. If it was a state, breaking the contract of a more local government such as a county, then the county should be able to halt funds. 

  Do I have this concept wrong? I mean this seems to make sense to me. I just honestly couldn't see a system like this actually happening, I think the feds would try to arrest everyone in the state or worse.
