That being said, if you are going to ask for what it is based on then, that is like asking if Newtonian physics is based on the fact that an apple hit him on the head. It is easy to ask a question in a short way that requires a book to do justice to the answer.

Catholic priest here. In principle, I do not disagree with anything you said, however, there are distinctions to be made. Please don't consider anything that follows a defense... (Before I begin, though, Augustin Cardinal Bea died in 1968. I am not sure what you are attributing to him.) First, the percentage of satanic pedophiles is quite low in over-all proportion. I cannot cite numbers or references because only these evil, bad-actors really know. That being said, the higher up the hierarchy you go, the higher the proportion. They are the "Deep Church" branch of the whole Cabal/One World Order thing. Second, outside of the satanists, the percentage of true pedophiles is in line with the statistics of societal norms (which is horrifying). (I'm sorry. I seem to have lost my references, but these things can be looked up and verified. Depending on how you interpret the John Jay Report, you can see it quite clearly.) Third, the John Jay Report (and almost every other one) sidesteps that the vast majority of these cases is against post-pubescent males. The technical term for this is Ephebophilia. Since they are post-pubescent, the attraction is to those that by definition are physically mature. This means the attraction is homo sexual. (Not my opinion, look it up in a psychological dictionary).
Fourth, it is unclear exactly what percentage of priests are homosexual, but I would guess both from studies and my own experience that depending on the area, it varies between 30% and 70%. Maybe higher in some places. Perhaps a significant number of these men do not embrace a homosexual lifestyle or act out, however, many do. Moreover, they protect each other, promote each other, are subsequently more morally deficient and blackmail-able, etc. Therefore, the crisis is manifesting as pervasive homosexuality in the priesthood vastly higher in proportion than in society at large. To the degree that they act out, leads also to their mental/emotional/spiritual/theological corruption as well. This holds the rest of us down and either squelched (go along to get along) or constantly in trouble or sent off for reeducation or resentful or leave. Almost nothing in the Church is encouraging holiness and inspiring a desire for sanctity. On the other hand, God is using the persecution and hideous mess to wake us up and to take responsibility for this abomination of desolation. (Daniel 3:26-45) If I hadn't truly met Jesus Christ in the Sacraments practiced at my hands, I would have left the Church. As it is, I will not abandon Him to this mess or hold Him hostage to the sins of men. Just like Francis is at one and the same time the head of the Church and head of the Anti-Church, so the Church itself is both at one and the same time the beautiful, spotless, Mystical Bride of Christ and the whore of Babylon. Almost two years ago, the Pew Research Center conducted a study of belief in the Real Presence of Christ in the Eucharist. Among practicing Catholics, the number was 31%. After seeing how He has been treated by priests and bishops during this 'pandemic', I suspect that 31% extends to the clergy as well. The good will and desire to follow the path of righteousness in the majority of Catholics has been used against us by the Enemy. He has crippled us by weaponizing obedience and orchestrated a mutiny from within over the course of many years. I think God is going to use the secular powers to scourge His Church, because there is no normative legal path for us to do anything about the situation. (Cf. pretty much ALL the pre-Exile Prophets) The Church isn't a democracy. The leaders do not have to answer to those under them like in our civil government. Therefore, if someone unscrupulous ascends to these positions, they only answer to Christ--that is supposed to be so that they can preach the Gospel in season and out without fear of men. Answer to Christ, they will. (1Sm 24:7) Please pray for the purification of the Church--not just the Catholic Church! If the whole human part of the institution as it is currently comprised has to be destroyed in the process, so be it. The satanic, pedo, human trafficking, horror HAS TO BE STOPPED no matter the 'cost'. Am I hopeful? Yes. Very. God wins. He wins from the Cross, though. We must be praying and sacrificing and staying united to Him as He is always united to us--especially in our sufferings. I ask everyone: what sacrifice are you willing to offer in union with Him as He accompanies these poor children in their horrors and delivers them by the hands of soldiers and others?
