Seeing lots of talk about this being his next move. Didnt congress override the veto of the defense bill (and/or stimulus) that prevents him from doing so?

I was following that account parlar and I don't have a gab yet. Was just wondering if anyone was following him over there, if hes posted anything new, and if people think he's legit?
