So here is my observation from this, I've been hearing about this the last day or so and your timestamps allowed me to jump around with ease, so thank you OP. But I don't think editing is the whats going on here. She is very obviously wearing 2 different shoes here, but I believe that is simply because she wanted to be seen at the inauguration in those shoes that match her outfit.

The first and 3rd timestamp are of times that are not being broadcast live on every major news channel in America, so that is where you will find her wearing more comfortable shoes. But in the shots of her wearing the blue shoes that match her outfit as shes going out to be a spectacle for the world, notice how she seems to have a slight difficulty walking? I picked it up immediately, those shoes are not at all comfortable, watch her walk down the stairs, it seems almost unpleasant.

So, seeing how she walks with those blue shoes on it is not unreasonable to deduce that she wore more leisurely shoes while not participating in the nationwide broadcasted inauguration. And if you know women, there was no way she was going to let twitter critique her blue outfit with pink shoes.
