During the 2016 Jill Stein recount I remember it was a Democrat judge in Michigan that ordered the recount shutdown because of this type of fraud. Boxes marked 100 for Hillary and 0 for Trump were being opened up and they were finding that the numbers were not right. More like this example, 60 Hillary and 35 Trump etc. President Trump was gaining votes and she was losing them so a judge shut it down.

From memory I feel that he usually did his scripted stuff early, with his off the cuff remarks peppered in. The second half of his speeches are usually from the heart. I could be wrong but I think this is how he's usually operated. Just like being late to every speech.
