Here's how I look at it. There's a theory that the military approached Trump for him to run as a candidate, so Trump "merely" signed on to be a part of all this, not direct it all. I say theory because I don't know how accurate that is, but it is what makes the most sense to me.

Given our limited knowledge of the whole plan, some (or most) of us thought he was supposed to direct the last move. But if you subscribe to the above theory too, then maybe Trump isn't supposed to have the last move.
