Tor has sites dedicated to communication and planning for left riots. They've been using the deep web to hide their traffic and theoretically identities. They don't hide the site beyond it being a .onion they think we're to scared to even use tor to find it. But yes all tor sights are having major issues of late. Some of those sites are calling it an attack.

I miss voat. Especially now that censorship is at its highest ever.
