D1. Announce credible threat

• DEFINE & SCOPE: Threat possibly revealed as “attack on our infrastructure” - setting stage for FEMA. Would explain blackouts, etc.
• SOURCE the intel: “Our intelligence agencies are united in this assessment.”

D2. Reassure, for personal & economic calm

• Give STATUS: Announce Trump no longer prez - calms TDS-infected crowd, “but chain of command followed.”
• Emphasize CONTINUITY: “We have interdicted the threat and are restoring normal operation to government, citizens are free to go to work, FEMA centers have been set up to ensure our people are taken care of”
• Emphasize BY LAW: “constitution provides this process to protect us from attack.”
• Emphasize LIMITED: “tangible & finite response, as set forth in the constitution.”
• Give roadmap to reassure. Specify “we will continually update you,” and stay strong.
