He was Florida's Director of Elections, overseeing the state's transition from electronic to paper-based voting machines prior to the 2008 presidential election. He was also a trial attorney in the U.S. Department of Justice's Civil Rights Division enforcing federal voting laws and a 20-year career as a U.S. Navy intelligence officer and judge advocate.
