Below is why I believe the plan is in motion. This is only an opinion piece derived from unclassified military publications. You are welcome to come to your own conclusion – doomers and shills included. This is a very brief introduction to military strategy, and I will not be doing a deep dive into it. You are all more than welcome to read these yourself. As we approach the Holiday season, it is my hope that some of the information below will give you some confidence in the next day, week, and so on, that a plan is in motion.

Shaping the Action (Warfighting pg 86) - Since our goal is not merely the cumulative attrition of enemy strength, we must have some larger scheme for how we expect to achieve victory. That is, before anything else, we must conceive how we intend to win. The first requirement is to establish what we want to accomplish, why, and how. Without a clearly identified concept and intent, the necessary unity of effort is inconceivable. We must identify those critical enemy vulnerabilities that we believe will lead most directly to undermining the enemy’s centers of gravity….To influence the action to our advantage, we must project our thoughts forward in time and space. We frequently do this through planning….. This shaping consists of lethal and nonlethal actions that span the spectrum from direct attack to psychological operations, from electronic warfare to the stockpiling of critical supplies for future operations. Shaping activities may render the enemy vulnerable to attack, facilitate maneuver of friendly forces, and dictate the time and place for decisive battle.

Shaping Actions (Operations pg 92): Limiting enemy freedom of action. Denying the enemy the capability to concentrate forces. Deceiving the enemy about friendly intentions. Destroying enemy capabilities. Altering the tempo of operations. Gaining and maintaining momentum. Influencing perceptions of the enemy, allies, and the local civilian population.

Some interesting words come out of these pages; clearly defined intent, unity of effort, critical vulnerability, center of gravity, psychological operations, and critical supplies.

Pg 92. Commander’s intent, a device designed to help subordinates understand the larger context of their actions. The purpose of providing intent is to allow subordinates to exercise judgment and initiative—to depart from the original plan when the unforeseen occurs—in a way that is consistent with higher commanders’ aims. There are two parts to any mission: the task to be accomplished and the reason or intent behind it. The intent is thus a part of every mission. The task describes the action to be taken while the intent describes the purpose of the action.

Operations pg 218 - Unity of effort/Unity of command is based on the designation of a single commander with the authority to direct and coordinate the efforts of all assigned forces in pursuit of a common objective. The goal of unity of command is unity of effort. In joint, multinational, and interagency operations where the commander may not control all elements in the area of operations, he/ she seeks cooperation and builds consensus to achieve unity of effort.

Operations Pg 89 - Center of Gravity is a source of power that provides moral or physical strength, freedom of action, or will to act. Depending on the situation, centers of gravity may be intangible characteristics, such as resolve or morale; they may be military units, such as armored forces or aviation; or they may be the cooperation between two arms, the relations in an alliance, or forces occupying key terrain that anchor an entire defensive system. In counterinsurgency operations, the center of gravity may be the support of the local population.

Warfighting pg 54 - We should recognize that most enemy systems will not have a single center of gravity on which everything else depends, or if they do, that center of gravity will be well protected. It will often be necessary to attack several lesser centers of gravity or critical vulnerabilities simultaneously or in sequence to have the desired effect. Center of gravity and critical vulnerability are complementary concepts. The former looks at the problem of how to attack the enemy system from the perspective of seeking a source of strength, the latter from the perspective of seeking weakness. A critical vulnerability is a pathway to attacking a center of gravity. Both have the same underlying purpose: to target our actions in such a way as to have the greatest effect on the enemy.

Operations Pg 94 (Psychological) Information operations are the integrated employment, during military operations, of information-related capabilities with other lines of operation to influence, disrupt, corrupt, or usurp the decision making of adversaries and potential adversaries while protecting our own.

• Is there reason to believe that a military plan is underway? What is a plan?

Planning Pg 14. Planning keeps us oriented on future objectives despite the problems and requirements of the present situation. Nearly all military activities can benefit from some kind of planning.

Operations pg 26 – a plan is a generally developed well in advance of execution and is not executed until directed or until specified conditions are determined to exist.

Ops pg 17. Force planning – planning associated with the creation and maintenance of military capabilities.

Ops pg 17. Operation planning – planning for the mobilization, deployment, employment of military forces to accomplish assigned missions.

Ops pg 23. Planning and plans accomplish several key functions. Plans direct and coordinate actions by instructing those within the unit what to do and informing those outside the unit how to cooperate and provide support. Plans are thus a principal means through which the commander exercises command and control. Planning develops a shared situational awareness. The process of planning itself should provide a common understanding.

Isn’t this the entire purpose of the Q drops?

Population-Oriented Tactical Tasks (Operations pg231). The following tactical tasks focus efforts on achieving some sort of condition as it relates to the population within the area of operations.

Influence – to persuade the local population, including potential and known adversaries, within the operational area to support, cooperate with, or at least accept the friendly force presence.

Assess the populace – to evaluate the nature, situation, and attitudes of a designated population or elements of a population inhabiting the area of operations.

Train – to teach designates skills or behaviors to improve the individual and unit capabilities and capacities of host nation security forces.

Assist – to provide designed support or sustainment capabilities to host nation security forces to enable them to accomplish their objectives.
