According to the law if I'm reading it correctly in Section 1 A essentially states that there will be discovery of foreign interference of the election within 45 days.
Then Section B is within 45 days to deliver the results to the GEOTUS to assess the findings of section a
In Section F it says no later than 30 days from the order a framework whether classified wholly or partially. The agencies will carry out their responsibilities at that time pursuant to the order.
Section F could be what General Flynn could be referring to when asking us to wait another 30 days. Which means that President Trump could have signed it on or around Jan 1st.

Not sure if all of this was put together before, but I had this thought watching Pedo Joe signing all these EO's. They aren't enacted for 30 days and I wanted to see if that was the same for the insurrection act. Hope this helps and gives someone their hopium fix.
