Few things in life are certain.
Don't take anything at face value. It could be that by warning of their moves, we force them to change plans. If we tell the world they are planning a blackout, it might make them say, "Oh shit. They know. That's off the table."
As our voice grows louder and we get the message out, it disrupts their plans.
The more we point out what moves they "could" make, the more we corner them into submission.
EDIT: You're all right about it seeming to be backwards, but it is not. It does get said both ways, but point is that it makes you think. Are aggressive offense moves good if they leave you exposed with a weak defense?
