American living in Germany (Berlin) here.

Basically, this post is pretty simple. I'm looking for anyone who is of GERMAN legal mind to help me understand the actual legal standing of any of the rules in place here. As it currently stands, I have to follow these rules https://www.berlin.de/corona/en/measures/#headline_1_4 Which have been changing every single week.

Being unvaccinated, i can't: go to the cinema, sit down at a restaurant, go to the library, shop for new clothes, go to a museum, go to a hardware store, meet with more than 2 other people at a time, stay at a hotel, go to the gym, or pretty much anything else which requires being underneath a roof.

The German government is very open about the fact that these rules violates basic rights, but claims that these measures are in place under extreme contusions so it's okay.

My question is, are there any legal minds here well versed in German law who can help explain how any of this is legal? It amazes me that we are supposed to follow this to a T yet from one week to the next they could all change.
