Do you see a message saying some device like barracuda, sonicwall, or cisco is preventing you from reaching the site or do you see the 403 error. Everyone is getting the 403 error so it might just be that message from the people hosting the site.
No it's a corporate site block. Our own page with directions to contact the security team if I think it's an error. I tried from my phone, and I get the 403 error.

I guess they are working hard there and that's normal while they set it all up.
