I am sitting right inside that circled zone. I have no idea why it would be circling here.

Nobody around here would be surprised if a bunch of g men came up here and rounded up a bunch of foreign researchers at MTU, that's for sure.

Other than that, there isn't anything going on here that I've noticed. Small rural area. Only 12000 population on the map you linked.
