I believe the EO is live, and has been for some time. And don't forget, Ratcliffe didn't have to wait for his knuckle-dragging (in)subordinate letter agencies to file his "report". According to the EO wording, he was to provide his "assessment" to POTUS with 45 days of the election. I believe he met that when the media reported on his "swalwell report" being submitted late last Friday. Swalloswell was only a small part of his report, imo. The EO continues on to say DNI may file an amendment to the initial assessment if further evidence develops (ie: the attempt by his DS agency heads to delay the initial assessment).
