Martial law could be imposed and most wouldn't even k ow it. They don't always put troops on the streets. There are Many other moves that can be made under martial law that don't require troops.

According to the EO wording, he was to provide his "assessment" to POTUS with 45 days of the election. I believe he met that when the media reported on his "swalwell report" being submitted late last Friday. Swalloswell was only a small part of his report, imo. The EO continues on to say DNI may file an amendment to the initial assessment if further evidence develops (ie: the attempt by his DS agency heads to delay the initial assessment).
