Rosen was already #2 and brought in by Barr. They both came from the same law firm and worked together. POTUS unfortunately has to take recommendations from those around him in areas that are not necessarily his wheelhouse. Rosen is a mixed bag of good and bad. Time will tell which way it will work out.
