My take on it - In a few cases, yes. Others, maybe trying to play both sides.
Our enemies play a dangerous game, with very high stakes. Most of us have no idea what its like to be caught in a situation where the decisions we make mean life and death, and the stakes are wealth and power. If we win, not only life, but wealth and power, and the opportunity to torture and kill everyone we dislike (fortunately, most people can't relate to that). If we lose, time in prison and many of us are going to be put to death. To complicate things further, if I work out a plea deal, and the Patriots win, but they do not take out the DS, I and/or my family will be found, and some of us will die.
So for some, the choice almost certain death,or a fearful life followed by a shadowy and mysterious death.
So now take someone like Wray. He's compromised. We don't know what he was promised, or what sort of threats dropped by the DS. He's in the public spotlight, so nowhere to hide. He's presented options by the white hats, and the black hats are desperate to have their people in key positions. All he has to do is stall and delay, while they work to regain power. He can be "cooperative", but slow walk everything, make promises and excuses. Promote and give important tasks to the most incompetent people. Make sure its "government as usual". So, technically, he's lived up to the bargains he's made. If the DS loses, he's not a prime target for them, and he better hope the white hats neutralize the DS before he has to testify to what can be dragged out of his now failing and poor memory (which will suddenly be restored when the book deals are flying around). If the white hats win, in a few years he's out of prison, and he can tap into whatever loot he has stashed away while publishing his memoirs. Isn't that what these people do?
Commit Treason and Sedition, be rewarded with death and hangings. How else do you kill the cancer? Plea deals are just a stalling tactic. Ask anyone who has dealt with the same criminals being arrested for the 3rd or 4th time.
