To me this has all the hallmarks of a covert, possibly, even foreign recovery operation. Maybe recovering election fraud evidence??? I do not believe it was a terrorist or a guy wanting to commit suicide. Although they will try to pass it off as that. The whole scenario is weird. SOOO.... Here is what I think.
They bring in a RV with agents in it in the dark... Enter the building in the morning... Shoot the place up... (This explains the calls to the police about gunfire).. Take whatever they are after.. Rig the RV to blow with a very professionally done recorded warning... (No one gets hurt, keeps witnesses to a minimum and this would also give the agents a reason to be leaving the area quickly too) And then BOOM everything is covered up.
If this is the work of a Foreign Government then this would definitely lead to the Insurrection Act being used.
I agree with all of this except I don't think the RV was rigged at all. If you look at the vehicles they look like they have the same damage as Kemps daughters boyfriend. Looks like they used one of those suicide drones maybe 2. They escaped with whatever they needed or just to shoot up the servers got a safe distance away and drowned it.

Judges indicated that the bomb wasn't in the RV but in the building behind it, have also had the main suspect(goes by H4ckerrogue, there is a twitter...) in their sights for a while now and this moron made a bomb threat a week ago against the judges...
