But the bombing targeted a specific building and tried to avoid human casualties by announcing over a loudspeaker for people to evacuate immediately.

No. AT&T does not do forensic audits. If it was done, each state would have to decide independently. Even if it was, would you trust an audit by a corporation like this? This is not a realistic theory.

Why are they not saying WHAT the bomb is? And why are they not saying HOW the guy got it? That was a fairly powerful explosion.

I'm assuming the missile strike was white hats. Either they won the gun fight and needed to take out a weapon, or they couldn't gain access and needed to call in the artillery to take out the bad guys.
Most probably the targets were elsewhere. This building was needed just to disable the security systems.
I think whoever it was got caught red handed! Their is a criminal element and a military element to it think about it, if the bomb was to unstable to disarm they would have evacuated like they did and set it off.
I disagree. The place was bombed by a DEW for one. Secondly, the fan system used to cool the super computer KRAKEN was there. Third the GA election equipment was housed there. The DS wanted to destroy evidence IMO.
