Personally, I took that as

"the guy claiming we talked about Martial Law = fake news" or

"meeting was about Martial Law = fake news",

being that he posted that the same day it was "leaked" that his meeting with Powell and team was about Martial law.

Trump never said Martial Law is off the table. Just the news about it is fake, which it clearly was.
