could see how this Storm Act could be used by FEMA in respect to states where destruction like what happened in George Floyd riots result as the result of things going a direction that they don't like

it mentions disasters but doesn't qualify the cause of the destruction

Do you think this is back door funding into using the insurrection act. Since Congress signed the defense bill removing the funding for Trump to use the IA this would be a clever way to get it funded.
