OK, Breaking and not not Breaking. EO was signed into action on November 12, 2020. However, the statement from the NYE came out on Dec 31, so in that sense, it's kinda breaking. The statement, not the EO.

NEW YORK, December 31, 2020 – The New York Stock Exchange LLC (“NYSE” or “Exchange”) announced today that the staff of NYSE Regulation has determined to commence proceedings to delist the securities of the following issuers (the “Issuers”):

Either way, it is an interesting and relevant piece of news, imo. The fact that Trump has waited until the elections to act and move against China so much is a strong indicator that his timing and planning are strategic, I would say.
