Title. I just really don't understand why he would bother messing with GA if he has everything in the bag already

I think it's all about timing. Everything has already been decided, it's done. He knows the ending... he's trying to wake up the rest of the world.

You all have been involved in this from the beginning- you're ready; the other 80% are/were not prepared.

He is being as gentle as possible with them.
