Just another observation: IP addresses starting with 66.0.0.0 is a class A IP address (https://www.csestack.org/different-classes-of-ip-address/#Class_A) the rarest of the 3 classes.
Class A: 2^7 networks assigned = 128
Class B: 2^14 networks assigned = 16384
Class C: 2^21 networks assigned = 2097152
If you visualize these in a pie chart, Class A will be a tiny sliver.
So this should reflect the chances of this being a random allocation.
