That is why it is future proves past, not present. Present gives us clues, but the proof is in the future. I would lean to that being accurate as Red 4 though. I look at it like a civil case preponderance of evidence.
My Wyoming Natl guard son(and Wyoming state trooper) has orders to DC for crowd control a week before and a week after Innaugration day.

You apparently don't know that DC doesn't have a National Guard element. MD and VA do, but that's irrelevant.
DC is controlled by the Head of the Joint Chief of Staff, and is also the Governor of DC. And who is he?
