IP blocks don't shift from owner to owner like that, especially gov or large corporate blocks where addresses have to stay consistent. HP and IBM have had the same blocks for about 30+ yrs as example. Spoofing is easily done, and if you own the routers the spoofed addresses are going through, that makes it all the easier spoof and redirect traffic unawares.
