It's not about blocking Biden's electors from stating their case, it's about allowing the Trump Electors to state theirs, along with the State Legislatures demanding their own issues be remedied BEFORE Pence ultimately decides.

He can always say he's giving it back to them and it STILL wouldn't be "blocking" any one candidate's Electoral College representatives.
