Why do these people never state what can be done about it? Who will go arrest these people?

Is TREASON simply, mostly, a MILITARY term? Meaning if you commit TREASON the MILITARY is who handles those cases? I don't know.

I'm not sure either. The Rosenbergs were tried for treason by a civilian court. However, if treason is committed during a national emergency then maybe that gives the military jurisdiction?
